What is accepted

What is constructed or audited

What the hostile controls falsify

What remains open
The programme root and programme-level pilots remain open. Physical source/geometry/instrument maps, preparation, clock, units, calibration, shared regimes and empirical tests must be supplied and transported on the same witness. Missing links are not repaired by arbitrary cross-source matrices or by relabelling quadratic norms as probabilities.
